Nyquan Carter, 20, received a Sept. 8 jury trial date before Baltimore City Circuit Court Judge Melissa M. Phinn on April 18.

Carter was arrested following Operation Tornado Alley, a multi-jurisdictional investigation by law enforcement into four criminal organizations in Southwest Baltimore’s Curtis Bay neighborhood that culminated in one of the city’s largest drug trafficking takedowns.

Carter is one of 40 individuals charged with drug trafficking and firearm violations following the operation.

According to court documents, officers believe Carter and another person conspired to murder an unnamed victim June 18, 2024, in the 500 block of E. Patapsco Avenue.

A statement from the Office of the State’s Attorney for Baltimore City said Carter was part of a gang that conducted criminal activity in the 1700 block of Lemmon Street. He was arrested alongside 12 others.
