Attempted murder defendant Charles Baisey, 19, received a July trial date before Baltimore City Circuit Court Judge Melissa K. Copeland after he rejected a plea offer on April 28.
Baisley, of DC, is charged with attempted first- and second-degree murder, conspiracy to commit first-degree murder, and related firearm, assault, and conspiracy violations in connection to the Dec. 7, 2024 shooting of a male victim in the 2200 block of Boston Street in the Canton neighborhood.
During the hearing, the prosecution offered Baisey a plea of 50 years, suspending all but 30, with five years of supervised probation for the count of attempted first-degree murder. For firearm use in a felony or violent crime, they offered Baisey 15 years, the first five without parole, to run concurrently. Defense counsel rejected the offer and said they require further time to review discovered evidence.
According to charging documents, at approximately 12:13 a.m., an officer was dispatched via radio to the 2200 block of Boston Street for multiple reports of a shooting. Upon arrival, they located blood and numerous unknown caliber casings in the block’s westbound lane.
Shortly after, an officer located a walk-in shooting victim at Johns Hopkins Hospital. He was allegedly dropped off by someone in a white Honda Accord bearing a Maryland license plate. The victim was found suffering four gunshot wounds — one each to his groin, right hand, right shoulder and stomach.
Detectives responded and assumed control of the investigation. They recovered 21 ballistic casings — seven 9mm casings, 13 .40-caliber casings, a fragment, and suspected blood trailing from the inside of the block to the sidewalk.
Further investigation produced footage of the incident that captured the victim exiting a white Honda Accord parked on the block at approximately 12:10 a.m. He began walking westbound when a dark grey Acura with Maryland tags pulled onto the corner of the block. Three males exited with guns drawn and immediately began firing at him and he fell to the ground.
As suspects approached, he kicked at one of them, causing them to continue firing while he was on the ground. The suspects fled back into the Acura. One passenger exited again to fire an additional shot before they all fled westbound. Investigators later learned the suspects fled Baltimore County and reached Prince George’s County within 40 to 45 minutes.
The Acura was later confirmed to have been stolen from Baltimore City on Nov. 18, 2024, at approximately 12:55 a.m. It was also involved in a hit-and-run incident on the Baltimore-Washington Parkway, where the reporting person advised they saw three males fleeing in the vehicle.
Two of three suspects were apprehended, and Prince George’s County State Park Police recovered and towed the vehicle. The suspects were identified as Baisey and a 17-year-old male, who was 16 at the time of the incident. The third suspect evaded capture and was not identified.
Investigators allegedly recovered from the juvenile suspect a Glock 27 .40-caliber pistol with the serial number #DXK517, four rounds in magazine and one chambered round. Test-firing was conducted on the handgun, and ballistics were found to likely match the gun used in the shooting.
Baisey’s trial is set to last three days before Judge Kimberly C. McBride.
