D.C. Man Pleads Guilty to Attempted Murder in Canton Shooting

A Washington D.C. native pleaded guilty to attempted second-degree murder and firearm use before Baltimore City Circuit Court Judge Hope Tipton on Nov. 21, acknowledging his involvement in a shooting that occurred in Southeast Baltimore’s Canton neighborhood last December 7.

Charles Baisey, 20, was initially also charged with first-degree attempted murder and assault, three gun violations, and three conspiracy offenses in connection to the incident, which occurred Dec. 7, 2024 on the 2200 block of Boston Street. In pleading his guilt, Baisey waived his right to jury trial.

Baisey was one of three suspects involved in the alleged shooting, and was apprehended alongside his 17-year-old co-defendant in Prince George’s County after being involved in a hit-and-run incident on the Baltimore-Washington Parkway. As of late April, investigators had yet to identify or arrest the third suspect. 

Charging documents state officers responded to the block following a dispatch and multiple reports of a shooting minutes after midnight. Upon arrival, officers located blood and numerous casings of unknown caliber in the block’s westbound lane.

Shortly after, an officer located a walk-in shooting victim at Johns Hopkins Hospital. The victim, a 26-year-old Black man, was allegedly dropped off by someone in a white Honda Accord bearing a Maryland license plate, and exhibited four gunshot wounds across his body – on his groin, right hand, right shoulder, and stomach. He is now 27 years old.

Footage of the incident captured the victim exiting the aforementioned white Honda Accord and walking westbound, when a dark grey Acura with Maryland tags pulled up. Three suspects exited with guns drawn and immediately began firing at the victim as he fled. Officers later learned the Acura was reported stolen on Nov. 18, 2024, 20 days before the shooting. 

The victim was seen falling to the ground and kicking at one of the suspects, causing them to continue firing while he was on the ground. The suspects fled the scene in the stolen Acura, but not before one of them exited to fire one final shot.

The maximum penalty for attempted second-degree murder in Maryland is 30 years in prison. For firearm use in a felony crime of violence, the maximum sentence is 20 years.

Baisey has not yet been scheduled for sentencing.
