Covid-19 at City Jail Delays Proceeding for Fatal Hit-and-Run Defendant

A quarantine at Baltimore City jail has delayed the Circuit Court proceeding for a defendant who is expected to plead guilty to a hit-and-run that killed 42-year-old Heidi Rose on St. Patrick’s Day in 2023.

On Oct. 23, Derek Glenn’s defense attorney, Natalie Finegar, informed Judge Jeffrey M. Geller that a Covid-19 outbreak has led to a quarantine at the Baltimore Central Booking & Intake Center. Although Glenn does not have Covid-19, Finegar said, he cannot be transported to court at this time.

Judge Geller agreed with counsel to push the proceeding to Oct. 25 when Glenn is expected to take a guilty plea, which was not disclosed in open court Wednesday morning.

According to a press release from the Baltimore Police Department (BPD), Rose was crossing the street on the 1600 block of West North Avenue where the 49-year-old defendant allegedly hit her with his truck on March 17, 2023. The defendant is accused of leaving the scene and was arrested earlier this year at his home on the 2800 block of Lawina Road.

Glenn is currently charged with vehicular manslaughter, criminally negligent vehicular manslaughter and additional traffic offenses in connection to the crash.
