Attempted Murder Defendant Found Incompetent to Stand Trial

A 21-year-old attempted murder defendant was ruled incompetent to stand trial by Baltimore City Circuit Court Judge Gale E. Rasin on June 5. 

Bernard Hopkins is charged with attempted second-degree murder, first-degree assault, firearm use in a felony violent crime, illegal possession of a registered firearm, possession of a firearm as a minor, illegal possession of ammunition, reckless endangerment and violating a protection order in connection to a October 1, 2022, incident. 

Judge Rasin told Hopkins, his defense attorney Amanda Savage and the prosecutors that doctors ruled Hopkins incompetent to stand trial because in an interview with evaluators last week,  he was unable to understand court proceedings. 

Hopkins disagreed with this decision said so during the hearing. 

Hopkins will now be committed to a mental hospital and will be reevaluated after six months. His annual review will be on June 11, 2025.
