Additional Competency Eval Ordered for Robbery Defendant

Baltimore City Circuit Court Judge Gale E. Rasin extended the competency evaluation deadline for robbery defendant Rico Blick in a hearing on April 24.

Blick, 29, is charged with armed robbery, conspiracy to commit armed robbery, robbery, conspiracy to commit robbery, first-degree assault, conspiracy to commit first-degree assault, second-degree assault, conspiracy to commit second-degree assault, theft less than $100, conspiracy to commit theft less than $100, firearm use in a felony violent crime, conspiracy to use a firearm in a felony violent crime, firearm possession with a felony conviction, illegal possession of a regulated firearm, possession of firearm in a controlled dangerous substance offense, having a handgun on his person, conspiracy to have a handgun on his person, having a handgun in a vehicle, having a handgun in a vehicle on a public road, discharging firearms, having a gun within 100 yards of the public and illegal possession of ammunition in connection to a Dec. 7, 2021, incident on the 1800 block of Pennsylvania Avenue.

Blick was ordered to undergo a competency evaluation last week by Judge Rasin, which concluded that he was competent to stand trial and was not mentally ill.

Blick’s defense attorney, Jerry Rodriguez, challenged the results of the evaluation, stating that he believed Blick to be unable to assist in his own defense. 

Blick however, expressed his desire to go forward with the trial, asserting that he mentally competent. Nonetheless, Judge Rasin ordered another evaluation scheduled on May 7.

Blick complained his rights were being violated, as he has been “fighting the same charges for two years.” He has already gone through three mistrials.

Blick was granted a mistrial in February on the grounds of manifest necessity following dissatisfaction with his attorney’s actions. 

There is no date set for the next trial.
