Victim Pronounced Dead on the Scene After Being Shot in Neck

On April 14, at approximately 9:56 p.m., Baltimore Police Department officers responded to the 4900 block of Palmer Avenue to investigate a reported shooting. 

Upon arrival, officers located 23-year-old Kennard Murray inside a vehicle, suffering from an apparent gunshot wound to the neck on the 3100 block of Oakley Avenue. Officers performed CPR on the victim until medics arrived and continued to perform life-saving measures, but despite medical efforts, the victim was pronounced deceased at the scene.
