Police Make Arrest in East Lombard Street Fatal Shooting

Homicide detectives for the Southeast District of the Baltimore Police Department (BPD) have arrested 39-year-old Keith Luckey in connection with the Nov. 7 shooting death of 35-year-old Kevin Abel Torres Guerrero.

This arrest came after detectives consulted with the States Attorney’s Office and it was determined that the facts of this case warranted an arrest.

On Dec. 6, Luckey was arrested and transported to Central Booking Intake Facility where he has been formally charged with first-degree murder.

On the morning of the murder, at approximately 1:26 a.m., Southeast District patrol officers were patrolling in the area of East Lombard Street when they heard discharging coming from the 4000 block of East Lombard Street.

Once they arrived, officers located 35-year-old Kevin Abel Torres Guerrero suffering from an apparent gunshot wound to the body. The victim was transported to an area hospital, where he was pronounced deceased by hospital staff.

Preliminary investigation revealed a security guard spoke with officers and told them the victim threw a brick at him, causing him to discharge his weapon and strike the victim.
