Manslaughter Defendant Rejects Plea

A 38-year-old man rejected a plea offer during reception court on Aug. 31 at Baltimore City Circuit Court.

Baltimore resident Clarence Orlando Moore Jr. is charged with manslaughter, providing a service without a license, first and second-degree assault, reckless endangerment, handgun use in committing a crime, firearm possession with a felony conviction, and illegal possession of a firearm and ammo.

According to the Baltimore Sun, Moore allegedly shot a man after an argument on Oct. 19, 2019, on the 3900 block of Ridgecroft Road in the Lakeland neighborhood of Northeast Baltimore. The victim survived his injuries.

After a warrant was issued for his arrest, Moore was found in Virginia and extradited to Baltimore.

Moore had already served time for a first-degree murder charge in 2002.

The prosecution presented the offer of life, suspending all but 35 years for the charge of manslaughter, and five years without parole to be served concurrently for the charge of handgun use in committing a crime.

The plea offer was rejected by defense attorney Howard Miliman, and a trial date was set for Nov. 10 at 9:30 a.m.

According to Baltimore Witness, he was offered the same plea in June.
