Baltimore City Circuit Court Judge Martin H. Schreiber II denied Reginald Allen, 40, home detention with monitoring during bail review on June 10.
At a party on June 26, 2022, at the 900 block of S. Bond Street, a disagreement between Allen and the victim escalated when Allen reached for his handgun and fired at the victim.
Allen was previously sentenced on the charges of first-degree assault, felony firearm use, firearm possession with a prior felony conviction, reckless endangerment, firing a gun in Baltimore City, illegal possession of ammunition and carrying a handgun.
Isabel Lipman, Allen’s defense attorney, argued Allen incurred no infractions while serving his current sentence. Lipman also pointed out Allen regularly attends Alcoholics Anonymous and Narcotics Anonymous meetings, and works behind bars on laundry, sanitation and blood spill cleanup teams.
Despite Lipman’s portrayal, the prosecution and pre-trial services called Allen a “flight risk” and maintained his lengthy record suggests he poses a threat to public safety. Allen has multiple convictions that date back to 2003 and range from attempted first-degree murder to reckless endangerment.
Judge Schreiber agreed with the prosecution’s evaluation and ultimately decided to continue holding Allen without bail.
