31-Year-Old Man Charged With Attempted Murder in Fatal West Baltimore Hit-and-Run

In reference to the fatal hit-and-run that occurred Jan. 4 in the West Baltimore, investigators have arrested 31-year-old Michael Akiel Manigo of Baltimore.

On Jan. 4, at approximately 8:09 a.m., a Western District patrol officer responded to the 1200 block of W. North Avenue upon notice that a man had been struck by a vehicle.

Upon arrival, 48-year-old Philip Jones was located in critical condition, suffering from multiple abrasions to his head and body. Philips was pronounced deceased on Jan. 7.

The incident was ruled a homicide after detectives interviewed witnesses and conducted further investigations, and was determined to have happened on the 2200 block of McCulloh Street.

At approximately 1:21 p.m. the day of the incident, a Southern District foot patrol officer located the suspected striking vehicle and arrested Manigo on the 2300 block of Annapolis Road.

Manigo was transported to the Central Booking & Intake Facility, where he was charged with attempted first-degree murder. Upgraded charges are pending.
