28-year-old Defendant Has Pending Plea Offer

A Baltimore resident was given a plea offer during reception court on Sept. 20 before Baltimore City Circuit Court Judge Melissa M. Phinn.

Timothy Horsey, 28, is charged with first-degree murder, use of a firearm in a violent crime, having a handgun on his person, illegal possession of a firearm, and possession of a firearm with a felony conviction.

He was charged in connection to an incident on Oct. 11, 2020. 

Judge Phinn listened as the prosecutor presented a plea of life, suspending all but 40 years, with five years supervised probation for first-degree murder. 

The defendant and his defense attorney, Jonathan Kerr, have not yet decided to reject or accept the plea. Horsey waived his Oct. 23 Hick’s date, which is his right to be tried within 180 days of his first court appearance. 

According to CBS Baltimore, on Oct. 11, 2020, Horsey was wanted for the murder of 27-year-old Lamont Clifton Randall that occurred on the 600 block of Cumberland Street. 

Randall died shortly after being shot around noon in west Baltimore. 

The Baltimore Police Department noted that the warrant apprehension task force sent officials in Ohio information about Horsey, who was later found and arrested in East Cleveland. 

A trial for Horsey has been scheduled for Feb. 23, 2022.
