2023 Eutaw Street Non-Fatal Shooting Defendant Rejects Plea, Trial Date Pending

The man charged in a 2023 non-fatal shooting on the 400 block of Eutaw Street rejected a plea offer before Baltimore city Circuit Judge Melissa M. Phinn on July 26. 

The prosecution presented Michael Breckenridge and his attorney Roya Hanna with a plea of 25 years, suspending all but 10 years with three years of probation. The exact counts the plea was for was not discussed during the proceeding. 

The hearing was continued until July 31 before Judge Phinn to allow the primary prosecuting attorney to be present.  

According to the Maryland Judiciary website Breckenridge, 62, is charged with first- and second-degree assault, firearm use in a felony violent crime, reckless endangerment and firing a gun in Baltimore City in connection to a Jan. 15 incident. 

A Baltimore Police Department News Release states that the victim stopped a Maryland Transit Authority officer and asked for medical assistance saying he had been shot. The victim and the defendant had allegedly been in a verbal dispute at a local tavern just before the incident. Breckenridge turned in the gun used in the shooting and issued a formal statement about the crime.
